Feb 27, 2020 (Flonja via COMTEX) -- Engineering Team Selected to Plan Elegest-Kyzyl-Kuragino Railroad Under the Purview of Ruslan Baysarov's Tuva Energy Industrial Corporation

Acting as the general contractor together with Ruslan Baisarov's Tuva Energy Industrial Corporation on the construction of the Elegest-Kyzyl-Kuragino railroad, Russian Railways OJSC held a tender to select a team of engineers to undertake the necessary planning and preparatory works. JSC Stroyproekt Institute was selected as the winner. Relevant documents relating to the tender and the bidding process are available on the RTS-tender website.

The bidders were evaluated according to several criteria, including the proposed contract price and previous relevant experience.

The contract envisages the Stroyproekt Institute completing various design and survey works, updating the documentation on the area planned for construction, and other preparatory works necessary to build the Elegest-Kyzyl-Kuragino railway line.

The bid proposed by the winning company (Stroyproekt Institute) amounted to 5.449 billion rubles, which is 292.8 million rubles below the initial (maximum) bid set in the tender announcement. The works are to be completed by August 2021.

The Elegest-Kyzyl-Kuragino railway line is part of a comprehensive infrastructure project implemented by JSC Tuva Energy Industrial Corporation (TEIC) owned by Ruslan Baisarov . The length of the line will be approximately 410 km, with 290 km running through Krasnoyarsk Krai and 120 km running through the Republic of Tuva. Once built, this will be the first-ever railway in Tuva, connecting the region with the Trans-Siberian Railway. The planned capacity is for 19 train pairs per day, and the expected annual volume of transported cargo will be 15 million tons.

The Elegest-Kyzyl-Kuragino railway line is being built under the concession agreement between Ruslan Baisarov's JSC TEIC Kyzyl-Kuragino and the Russian Federation.

The construction of the mining and processing complex will ensure shipping on the Elegest-Kyzyl-Kuragino railway in the coming decades and provide an impetus to develop many new fields that will be of importance for the whole country. The integrated development project of the Elegest coal mine includes the construction of a coal terminal port in Khabarovsk Krai scheduled to be commissioned in 2023.

The construction of the railroad is expected to have a significant positive impact on the region's economy by attracting more investors to the area. Once the construction is completed, a wide variety of industries from services to mechanical engineering will enjoy a welcome boost. Thousands of new workplaces will open their doors, and tax revenues in local and federal budgets will rise. The project is also anticipated to bring great social benefit to the area.
