WASHINGTON (MarketWatch) -- With AT&T Inc.'s proposed acquisition of T-Mobile USA now opposed by federal regulators on two fronts, Moody's Investors Service said operational and financial risks are greater for Deutsche Telekom AG , the German parent of T-Mobile, than they are for AT&T /zigman2/quotes/203165245/composite T -0.35% . Moody's has had both companies' ratings under review since the $39 billion cash-and-stock deal was announced last March. The rating agency assigned a probability of less than 50% to the T-Mobile USA deal being completed, now that the Federal Communications Commission has decided to refer consideration of it to an administrative law judge; the Justice Department came out in opposition on antitrust grounds in August. Failure of the deal to close would likely mean Deutsche Telekom's departure from the U.S. market, Moody's said in a research report Wednesday.
